Yes. Windows Server 2022 and 2019 can be picked at order time on every VMHeaven KVM line, and you connect over Remote Desktop as Administrator to a server of your own, not a shared RDP account. Windows runs on a time-limited evaluation licence until you activate your own key, and its first boot takes a few minutes. Offshore, yes, for customers outside the EU: every server we run stands in Amsterdam or Frankfurt, under Dutch or German law, so for them each line is hosting abroad, the offshore dedicated servers included. DMCA-ignored, on one line only: on DMCA Ignored KVM, in Amsterdam and Frankfurt, US DMCA notices are filed and not acted on, since they carry no legal force under Dutch or German law. Neither is bulletproof hosting: what the AUP forbids, such as malware, phishing, spam or CSAM, is dealt with on every line, and so are orders from authorities with jurisdiction.
